Finally got this working
So as I said before got it working finally, What I did first was went to my Programs Files (x86) Created a empty folder called Mad Max and right click it and went to the Security Tab and located my name and gave it full control, next I went to my Anti Virus Scanner (MSE is what I use) a Went to the settings and gave Mad Max folder I created Full Exclusion of files and folders.
I then Used PowerISO to mount and install Mad Max but ensuring the game launch installer has full admin Rights. and then let it install and making sure I have all Required additional Files installed like framework C++ and DirecX Etc. And once the game was done installing I then copy and pasted the Crack V3 over to the game folder and over written existing two files. and then right clicked the MadMax.exe and Unblocked the file under general and then switched over to Compatibility Tab and checked marked the Run as Admin and applied all settings.
Afterwards, I open notepad and typed in: tzutil /s “China Standard Time” and saved as BeijingStandardTime.cmd
Then created another one called: CentralStandardTime by typing in:
tzutil /s “Central Standard Time” Since that’s my time zone.
I then placed those two files in the Game Directory.
I then created a BAT file in notepad typing in:

cd “C:\Program Files (x86)\Mad Max\BeijingStandardTime.cmd”
start BeijingStandardTime.cmd
cd “C:\Program Files (x86)\Mad Max\MadMax.exe”
start MadMax.exe
exit
Then I placed the bat file in the Game directory as well and short-cutted this file. and use this BAT file to run the game so the language Time zone changes automatically as I launch the BAT. after exit, I then just open the CentralStandardTime.cmd to reset my zone so its quicker for me.
