Something similar happened to me, though the opposite. My refresh rate was set to 29-30 and I had no clue what to do.
So I basically forced the game to enter windowed mode and set made my adjustments there. I have to watch out since it seems intent on resting to a low refresh res if an outside program like GeForce Experience even touches it to “optimize” it.
You might have luck doing it that way.
I’m still waiting to hear if this has the Deluxe Edition stuff in this, or if anyone has actually beaten the game with this crack.

No vale la pena descargar el juego, ya que no cuenta con el crack para el Parche 1( Se necesita el crack para el Update 1, de lo contrario no funcionara el juego), y Capcom ya lanzo el parche 2 que soluciona errores para los antiguos procesadores.
It is not worth downloading the game, since it does not have the crack for Patch 1 (Crack is needed for Update 1, otherwise the game will not work), and Capcom already released patch 2 that fixes errors for the Old processors.
The google drive link took me to a site asking me to install some scam PC cleaner. Kind of disappointing considering the is such a great site. I’ll try another link then.

Do you have an antivirus or anti-malware program?
Those things always hate steam cracks, so they quarantine/delete them. Check to see if that has happened to you, then whitelist the game folder in said program.
Extra content doesnt show up in the menu after modifying the CPY.ini, someone knows whats up?

It looks like the DLC that was included was the “Help” DLC, which is found in-game as the Coins and the Help Boxes that are in the Storage Boxes.
The Banned Footage Tapes, both volumes, are not in this release since I believe they are still being released.
“Not A Hero” is not included either, for obvious reasons.

I think I figured out the DLC issue. In the File you can see it says UNLOCK_DLCheats=0 but changing it to 1 does nothing. I think it’s because it’s supposed to be UNLOCK_DLCCheats=1 I haven’t tested this just yet. But I believe that is the problem since the typo seems too obvious imo.
