Im also getting the same error!
Yo tuve ese problema, intenté instalar bien el juego en la carpeta real, ya que ese error corresponde a que esta solo el .exe pero no el juego, entonces instale la expansion bien en la carpeta real.

try to install the game at the same folder with the original game…no need to create a folder inside the original folder..just install in it..it works for me…
I had this problem too.
First install default version game, copy folder to desktop, install rising tide and finaly merge folder.
